But you can wait for a sale if you really must.
But I bought Portal 1 separately and THEN the OB and THEN another couple copies of Portal 1 for friends. Seriously, worth playing the lot of them.
So yes, it is worth it.
I don't know how much it's worth. Because it only exists in a perpetual state.
It really depends on who you ask.
The games themselves have stood the test of time, for the most part. TF2 is still popular as heck, Portal is absolutely one of the best games ever made, and Half Life 2 and the Episodes kind of defined an era. Yes, they have their weak points these days, but let's face it, all games do, and they've got less wrong with them than most newly released games. They might not be everyone's cup of tea, I mean I have played all of what like 20 minutes of team fortress, as I don't care at all for pvp. But...
Also there's the mod making aspect to the games. Garry's Mod relies on so much that's from those games, them and counterstrike source.
