All those are awesome - every RPG fan should at least try The Witcher 3 and Divinity 2.

For me, there are no titles anymore that are "must have" day one buys.
I wanted to try an oldschool-style roguelike, after investing many hundreds of hours into games like Dead Cells and Enter the Gungeon.
I can't say I find turn-based gameplay all that interesting, but I do really love the RPG elements. There is a lot of variables to keep track of, and normally when I've tried to play similar games in the past my brain cowers in confusion. But I think I'm finally getting the hang of playing it, after 8 hours or so. (I haven't died yet, so I suppose that's worth something?)
Has it ever occurred to you that some players who managed to raise their levels (I am one of them: went from 28 to 59 (though I also picked up cards & crafted badges in between)) ... did so for the sole purpose of enhancing their profile and that they couldn't care less about boosterpacks?
Just because you're activity on the Steam marketplace doesn't mean everyone is....
Heck, I'm usually buying cards to complete my collection (only for specific games I really like) and even if I were to drop cards on the market it remains to be seen how quickly they get sold (because the marketplace still works the same last I checked: so the longer you're active, the more chances you get for being auto-picked).
And that's not even touching the obvious issue that not every game you buy features Steam cards.
Now... I do agree with you when you say that Valve made a mess here. One way or the other they're going to tick players off. Right now that's you, and if they do decide to drop players XP (and thus Steam levels) then that's probably going to be me. Because I haven't done anything wrong; I merely played a game I didn't even understand in the first place!
However... I think you're being waaay too negative. It's not as if the Steam marketplace is going to collapse next week due to devaluation of dozens of items.
It varies. I played nothing but online games for the most part all last gen. Nowadays I prefer story games and I don’t care about online play. So I missed out on lots of games like Arkham City cause I was maxed out in Battlefield Bad Company and I played tons of other shooters like Halo and Gears Of War.
