Banned by Overwatch - Majorly Disruptive

So my friend (https://steamcommunity.com/profiles/76561198926533791) was banned on CS:GO by Overwatch for "Majorly Disruptive". I know for sure that he doesn't cheat because he is a minor and can't pay for cheats with a credit card 'cause he doesn't have one. Anyway, can he request an un-ban?

You don't need to know anything about computers to download free cheats, in fact thats 99% of the people banned because they don't know how to cheat and not be obvious.

What happened in the last game or 2 does not matter as it could have been from a month ago.
