Steam Non Limited Users Gifts Dont Unlock Account

My Friend Who Cannot Afford To Pay For Games Himself Created A SteamI Bought Him Counter Strike and He Still Doesnt Have His Account Unlocked I Know Steam Says Gifts DO NOT Unlock Accounts But Is Very Dumb I Think Once Someone Has A Game That Cost Money On Their Accounts It SHOULD Be Unlcoked

That's not how it works. Your friend must buy a game worth $5.00 USD or more, or deposit that amount in their Steam Wallet, to unlock their account.

Gifting or key activation does not unlimit accounts. He has to spend 5 dollar directly on Steam ,either by charging his wallet with that amount or buying something on the store.
If he does not have the money, buy him a Steam Wallet card at a shop and give him the code to redeem on his account. That will unlimit it.

I know thats not how it works but the game i gave him was $15 and i bought it off of the store i didnt give him a key i literally gifted him it and i think steam should change the rules because i am giving them sales and he still cant get a unlocked account

Then buy a code online. There are tons of shops that sell Steam Wallet card codes online.
Does not even matter in which currency they are, Steam will auto convert them to your friends shop region curreny when redeeming them.

The problem is that i already put the money on my account now if steam had a option to send money that is in your wallet that would of been great i just think the system can be changed maybe allow gifts to make people unlimited like whats wrong with getting a gift and becoming unlimited whats the difference steam still gets money

using an external payment method, just purchase the digital cards directly from steam. but that will not unlimit the account for others either.
each steam account must add or spend money on their own account to unlimit it.

I just think thats a dumb rule theres no reason to even be doing that they should change it to once the person has a game that is worth more than 5 dollars on their account makes more sense

It makes it to easy to create accounts for spamming in that case, there are so many keys worth lots that spammers could buy in bulk, same with unused gifts and that stuff.

If every account actually needs to use a card or actually spend money somehow on the account itself then it becomes a bigger hassle for spammers.

Not really so your telling me a spammer cant have a credit card and buy it for themselves on the account? And i dont think that it should be keys but like if you directly send the gift and it is bought on the same day and it wasnt in your inventory it went straight from the store to the person. It would be like how team fortress 2 has the option to buy something on the shop for 1 dollar to unlock premuim or you can gift your friend premuim for 5 dollars

I Dont Want Keys You Get From A Third Party Source To Be A Way To Unlock

But I Want To Be Able To Gift Something To Someone And Have It Unlock The Limitations

Just Make It That The Game HAS To Be Purchased On The Same Day Its Gifted So People Cant
