I don't get why steam would bring in R-18 Japanese games
I saw 2 games that were made just for Hentai purpose.
Steam cuts all of those content so Why?

Those 2 games exist to be porn game but cutting out porn part out of it makes the game not a game.

I'm not saying they shouldn't, I'm saying Why are they porting these games in while there's other really good games out there?
or are they really out of games?

Why is steam importing porn games and cutting porns out of them? Why go thought all those trouble and make the game useless?

As long as nothing sets foot to cause trouble, I have no objection on anything.

But did anybody answered my main question of
Why display porn game if you take out the porn out of it?

I still think it's very funny and weird they did that.

Well, I saw a game where every moster rps (which was censored by steam) an elf game. some other games were same types. I'll tell you which one it was when I come across them

I own pretty much all of those games on Steam. In their censored versions they are really not much more then RPG Maker games with some innuendo dialog and big black bars over a lot of things.
With the uncensor patches they are pretty much like the original versions sold in Japan.

And there are far more then just 2 of those games on Steam. If i include all the Visual Novels with uncensor patches and RPG Maker games like this i can easily reach 100+ games.

They are just really popular. I mean, Dark Elf alone sold 90k + copies according to Steam Spy.
That is something most indie games only dream about.

What about Skyrim and Fallout 4?
Those do not have nudity in them at base but you can very easily mod it into them. Kids who looks for mods will eventually find these mods.

Kids these days are far more likely to find this stuff on google and I don't think it's as damaging to them as some people think.
There is also this where they might have problems actually buying the games. Unless they somehow made a lot of money through trading in a free game.

Steam used to do this, but people got pretty annoyed that Steam had a very restrictive catalogue.

Used to be that niche indie games were few on Steam. Like, y'know, Cave Story or La-Mulana, that sort of stuff. The eXceed trilogy of shmups, its indie localizer/publisher had to sign on the major publisher Capcom just to be able to publish on Steam.

I used to jokingly complain that there were no Final Fantasy, Castlevania, or Mega Man games on Steam, so that's why I used to feel that Steam was still no place for someone with my tastes.

Steam gradually let on indie games, a trickle at first, but it did get people like me to join, after a friend bought me Recettear.

Then they opened up the doors further by making Greenlight. Suddenly they discovered that there was basically an untapped audience for visual novels.

Far as I can tell they want Steam to be a platform that sells basically every games and all games. They want to have something for everyone. I don't think they've really come up with a good approach to the problem of finding ways to help people find what they want yet though.

That said, if you want a more tightly-curated store, try GOG. They're missing a lot of games though. For example, their offerings as far as Japanese indie games go are pretty much just a handful of games published by Playism. (Fruitbat Factory, of 100% Orange Juice fame, and Nyu-Media, the eXceed publisher I mentioned earlier, both got turned down when they tried to get their games on GOG.) They've tried to ramp up their offerings of indie games in general, in recent years but it's a lot slower than Steam. On the other hand, to their credit, they actually try to make sure everything works before selling it, and back up their purchases with a longer tech support period (30 days) rather than a shorter refund period (14 days on Steam).

Also, they're not the ones deciding to "cut out the porn part" either. That's done on the publisher side, albeit possibly because Steam does have some content restrictions, though after how much people complained about Hatred not getting on Steam...well...

But if you actually look at the VN scene on Steam, over a longer timeframe, you'll notice two things:
1. A number of the so-called "all-ages" releases were published long, long before the product even came close to Steam. It's actually pretty typical for a VN to start off with sex scenes just because the niche Japanese audiences who get into VNs expect that content, even if it's shoehorned in, but then if it's successful, the authors make a version without that content. Which version is better-regarded depends on the particular VN.
2. Steam's policy on pornographic or near-pornographic material is something that people still haven't figured out, and apparently Valve hasn't figured out themselves, either. It's still in flux, with reports of different levels of tolerance for it.

Some of them are actually quite decent in quality. Hell, I remember Knights of Xentar, which was a fine JRPG. "Quality Control" doesn't help you.

If "kids" (come on, it's teens we're talking about) have unrestricted access to any device with an internet connection, what's stopping them from looking up actual porn? And share it on the school yard?

Modding in nudity to Skyrim or Fallout isn't the same as restoring nudity to games that are designed to be porn.

Skyrim/Fallout you still have the base game that has no nudity in the context of the story. These other games the nudity/porn is the context of the game.
If you have access to the internet, which is really a given to be a Steam customer, I don't think it's worth giving a spoiler warning to say that there are far easier ways of accessing pornography than buying a game on Steam that doesn't have pornographic images and then obtaining a third party patch to give it pornographic images.

Tbh whats upp with these games any way? Are they even correct company/dev who uppload them on steam? When the price is so cheap compare to what they cost on regular porn site.

The cheap trash is from SakuraGame. Some guy who made a company out of contacting porn developers who are bad at English, then google translates the script and blocks all the genital pictures and then just puts it up on Steam for 100 dollars (his expense) and sells them for between 1-2 dollars.

For the developers this means some thousands extra that they would never have earned. For buyers it means saving 10 dollars on the porn game thanks to inofficial patches. And for SakuraGame it means thousands of free money for just running google translate and quickly slapping on censorship on the CG. Everyone is winning. But in a very sad way as the developers could get more money, the buyers could get proper English and SakuraGame could get a decent reputation.
