Do steam employees even read the notes on refund requests?
Are the notes even shown to the employees...?

Yes they do. If you go over the limits by a lot, they can still reject the request.

I believe they do. I had gotten Construction Simulator It looked alot better than it played for some reason. Everything was just blocky and the controls were funky. But I didn't even realize how long I took to do the few missions I did do. I know I was past the hourly limit and I had the game for longer than the limit I got it and didn't play it right away. So when I finally did get time to get into it. It was past the their limit. Then I played for more than a few hours past their time limit in that sense.

I explained that I realize I was over the limit, but I didn't get to play the game when I bought it till now, I also didn't think I played that long it was just a few missions, but I did. I understand if they don't refund it. But I don't like the way the game is laid out, and it will just sit in my library and I will never play it. They refunded me shortly thereafter, and even let me keep the card drops.

Not a chance, if it's like any other outsourced community service company they just follow a script/process when it comes to refunding

My favorite are the times where they force a refund on you on a whole multigame pack *because one specifc game* in the steam installation *lacks the executeable necessary to launch the game* for some reason.

What would happen if you buy a game and pay via Paypal. Then you ask for a refund. They deny and you open up a case on Paypal that the game is faulty? Would this end up in an account ban?

The account would be locked from any further purchases and the Paypal account would be black listed, so could not be used on Steam again.

Is this the reason some people add me as a friend and ask me to buy them a game and gift it to them ? I mean I never bought anyone a game and gifted it to this person.

Nah, those are usually just beggars who are too cheap or poor to buy their own games. I don't think anyone asks for a game from a stranger while hoping they do a chargeback.
