10 Mbps (megaBITS per second) is the same as 1.25 MBs (megaBYTES per second).
So Comcast is giving you slightly better download speed then you are paying for.. and Steam is downloading as FAST as the bandwidth you're paying for.
Your problem is you need to pay Comcast (or some other ISP) more so you can have greater speed. The issue is not with Steam.
So you will be better connected with cable
