Because it's part of the EU and consideres itself a developed country whenever they can.
+ they are using EUROS.
It actually is developed.
Yes, income seems a bit low ( it's between 600 and 900 euros btw, not 420 ), but costs of living, such as housing etc, is as you've already said, much lower too!
Let's say you get 700 euros, and pay 500 euros for your flat, you still got 200 left. Not enough. But here in the UK, many people only earn £ 1000 but have to pay like 850 - 900 £ of rent, less for a tiny studio flat.
It's not looking great all round the EU at the moment. Only in Germany pricing is very fair at the moment, decent income, cheap housing etc, but high taxes.
Slovakia is a developed country, it's on rank 36, of all developed countries. Even hungary,latvia,portugal, a rich country like saudi-arabia come all after slovakia.
And let's face it, but nobody in your country starves to death, almost everyone can afford a car and decent healthcare. It's pretty safe in terms of police support and emergency services. Everyone goes to school and receives education, you can freely leave the country and move to every other EU country without much paperwork.
And let's face it, out of all 196 countries on this planet, being on rank 36, is pretty decent to me. Just because Slovakia is not ranked as one of the top 10, doesn't make it a developing country, it indeed is a developED country.
But to quickly answer your question, the reason why Slovakia is not in the same " list " with Russia and Ukraine, is because 1. The yare part of the EU, and 2. Use euros.
If the average is over 800 euros, then 80% can't have less than 500, this is simply wrong!
I know people from Slovakia, and non of them has less than 1000 euros income, when I visit slovakia, people look decently dressed and wear quality clothing. You must be living in some type of ghetto that you think Slovakia is a developing country.
It's decent, and I would not be scared to live there and have a good life.

In the UK, you pay rent, and costs of living all together, of about 1000 - 2000 £, this is about 3000 euros a month!!!
And honestly, I am not a mathematical genious, but go to work in a neighbouring country, and you have a higher income. Not that difficult to get a well paid job with some effort and education. Go back to school if you lack education to get a good job, or learn something important, such as IT skills or medical skills.

Should have gone for software development, graphic design or IT-Security. ( these you can also gain enough knowledge in without going to uni btw, safes time and money ).
The prices for Slovakia are fine.
Overall, games are too expensive nowadays.
WEll, welcome to the real world where you have to pay for yourself. It's not at all uncommon to pay 50-66% of your net(!) income just to for upkeep. Gaming is a luxury.
