Does the difficulty, tier, and number of people in your party affect it's drop rate in black kats?
Side note: does it affaect black kats spawn rate?

difficulty? I dont know, but probably, higher difficulty means higher drop rates for everything normally. black kats may spawn more, but i dont know for sure.
tier? yes, black kats can only spawn in T2 and T3, therefore you cannot get a book in T1. I also believe due to how materials drop that you cannot get a book in T2, as there you cannot obtain 5* mats in general.
number of people? maybe. but probably not. it may though affect black kat spawn rate.

I got 19 black kats in a few hours on normal mode, and less than that the next day on elite.

As for the book, I'm assuming it drops more often on elite mode, and there's a chart on the wiki that there's no trend of increased drops or rarities when playing in a party.

Now that I think about it, I would ASSUME it drops more with elite, but the others, no idea.

Difficulity - Rather nope.
Tier - Surely yes. Book is 5* material, so it won't drop in other places than Tier 3.
Party members - Surely not.

But only one way is regular praising to Random Drop God.

I'm pretty sure that only applies to standard crafting mats, not event mats.

Rather no. For example tortodrone ones were 3*, because mission was avaible in tier 2. Margrel fight is for tier 3 players. Black Cat Cowl is 5*.

and in theory you should be able to beat him with T2 gear without too much trouble, as you have the damage penalty for all T3 weapons there and T2 is therefore not much worse.
but I still believe the book only drops in T3 and will do so until proven otherwise.
