I don't know how to get that quest . I saw the guide and i even got my reputation with the royalist to level 4 before chapter 28 and i didn't got the quest ... I must miss something and can i get that quest in new game + ?

"new game +" should have nothing to do with what you want.

Was asking because all my factions are already maxed and i didn't got the quest in normal game at maxed faction before chapter 28 ... If that quest is related with royalist faction ...

I read the guide too and I didn't get the quest before chapter 28 and thought I miss it. But after beating 28, a cutscene happened before the next story mission, and I got the quest + a rifle.

Well i didn't got anything and my royalist faction was already maxed before chapter 28 ... Hope to get it on my new game + . I'm basically playing new game plus for this achievement lol

You have to get the Royalists to Level 3 before Chapter 28! No need for New Game + or anything else!

Yea like I said i got my Royalists faction to level 4 before chapter 28 and didn't got it ... That's why i was wondering if i missed something . Probably a bug i guess ... I'm doing new game + atm to see if I'm going to get the quest !

Yes I always go there to sell my stuff between chapters and side quests ...

I'm having the same issue. Finished Chapter 29, Royalists faction is maxed (lv 4) and cannot get the Orphan quest.

Did you eventually find a solution?

Did you complete the sidequest Necklace and Rumors and got achievement Treasures of the Scholar?

I've completed all sidequests that I found but don't have the Treasures of the Scholar achievement. Is that necessary for the quest?
