Black Record 6 not in notebook?

Been a while since I played this... so could be that I forgot how this works... but I know I was following a 100% guide... I'm currently at 4/23 the chest in North Sutherland Highway 2 is looted, but black record 6 "The Orbal Shutdown Phenomenom" isn't in my notebook... and contacting Rosine says I don't have anything for her... Did something go f*ckywucky? Or do I have to finish the chapter first?
