I wouldn't say that saying "it worked" is an accurate characterization of what happened by turning off HBAO.
It may have "worked" to remove the smudges, but it comes at the cost of making an important feature of the game become un-usable a.k.a. useless.
So then, really that's a workaround with a negative tradeoff, not a real solution.
The real solution would be for Durante to go back into the game's code and fix this problem with a patch, so that HBAO can be turned on, and there will be no smudges on any of the character's faces while it is.
And ditto he should also do that for all of the other Falcom games which he's ported which have the same and/or similar problems with HBAO.
In anycase, HBAO is a feature that has caused these smudge issues in every CS game. It's up to the player to decide if the smudges outweighs the things it improves or not. As with a lot of other things, such as AA models... there are trade offs to be had.
The alternative is to simply remove the feature completely. Because it's not Durante's job to fix texture files which is the actual problem here. He's only meant to code the port and add features... It's the same reason he couldn't apply the updated higher quality UI stuff from the fan mod for CS1&2. It's simply beyond the scope of what he is allowed to do.
