Radio mater (Talk of the town achievement)

I followed the guide from start to finish but when it is time I didn't get the trophy. Can someone list the total number of radio materials?

I only got 9 Abend stickers and reported a tenth.

Also worth considering that you only get the achievement after receiving the rewards for the last story, not after reporting it.

That makes more sense. Because the neoseeker guide is for the PS4 version. The achievement's wording in here isn't helping.
