Questing.
Tip: look at the HUD near the equipped spells.
After you learn it the first time it is unlocked forever.
You can equip four at a time in a slot as it is made for the four button controllers.
You can get talents to get four x four slots to cycle through.
So a total of 16 readied spells though you can just equip as it pauses the game as well.
You will go through a mini game that you follow prompts. I use a controller so I move the icon through the spell motion and hit the correct buttons. When I hit the destination of the mini game it is complete and the spell is learned.
After you do this with the spell and complete this mini game you will unlock it.

At which point it will be in your list of spells and not greyed out. And you can assign the spell to the left side four buttons.
If the quest is over you should have the spell. As I don't believe you can complete the quest otherwise.
