The others:
The Original Series
Discovery
Romulan
Klingon
Dominion
OK, base Federation is the complete quest line from start to finish. (this was THE original faction of the game. Klingons in the beginning were just Pvp opponents.)
The others have anywhere from 6 to 12 unique quests before they tie into the main quest line. Think of these akin to racial starter zones. You do your stuff before joining the rest of the universe.
The majority pick up the main quest line around the Vault mission if I remember right with the Diminion as the only off one as you start out at a high level, do the fewest unique quests before picking up the main quest line. What rank you are when you pick up the main quest line will vary, with I think the Romulan's joining at the highest rank (I was in my 50's when I finished the Rom unique quests).
Romulan & Dominion at the end of their unique quests get hit with the choice of join the Federation or Klingon Empire. Once you do that it opens up your sides ships for you to use and makes Earth Spacedock or the Klingon home world your 'home base'.
Each faction has it's own unique uniform options (Not all uniforms will go on all the different races) and it's own ships (but if you hit level 65 on a Fed or Klingon character it opens up ALL ships).
Doesn't really matter what faction you do / join as everyone gets the same quests in the end. So that whole Klingon 'I hate the Federation' vibe, goes out the window once you join the main quest line.
Nope, each faction has to have it's own character.
The game system is all about alts. You need a new character for each faction, you need a new character for each recruit event ......
EDIT: Ooh that reminds me, I need to check if they've added Picard's waistcoat variant of that uniform that he uses in First Contact into the game anywhere, I could see my character sporting that if it's available...
Correct. I will hasten to add though - there are annually-repeating "recruitment" events, where newly created characters of each faction gain a special task menu with special rewards (some of which unlock account wide rewards).
So I would not rush to create those additional characters; just do it when the appropriate recruit events are open.
The only faction which doesn't have a recruitment event is Discovery.
