If you look at other MMOs like World of Warcraft it's the same thing. It's hard to upgrade stuff without changing the entire game engine, so unfortunately they're stuck with nitpicking which upgrades won't crash their game.
Granted it's no Witcher 3 or anything like that, but not 2003 levels either.
And yes, released on 2010 though has had some minor visual updates since (not a lot though, same game engine).

It had very stiff animation and the tutorial zone (outside San Francisco I believe, you could see the bridge), it look very very bad.

At 1 minute mark, this is exactly what the game looked like to me.
Are you on console? PC is always going to have better graphics.
If you think those graphics are "bad", and/or judge a game by the graphics, then you're not really much of a gamer, just a graphics junkie, and should go play one of those brainless high graphics games like Call of Duty and Battlefield that are basically nothing but graphics with no compelling content. The video you posted looked like good enough graphics to me, but then again, I consider Axiom Verge the best game ever released and it was made in 2015 with effectivekly "12 bit" graphics (with Chrono Trigger being the second best game ever released).
Heck, your example looked good to me, not bad like you claimed. Besides, you're on the PS4 playing a PC game, yeah, it'll suck, consoles are trash. Honestly, after reading all your posts, I can only conclude you're either a troll or just one of those brainless graphics elitists who really have no gaming skill at all. Use Call of Duty instead. Halo is arguably one of the best video games in the history of gaming, and everything before battlefield V was historically accurate and amazing to play.

Long story short, if you ain't trolling, you're judging the game on the subpar PS4 version. Stop being a "peasant", ditch the console, get a PC.
Or just don't be a d-bag, he can play on whatever he wants. I own a PC and an Xbox One X. Both have their places.
Also, your graphics settings could use some improvements. You need to turn on some anti-aliasing.

I doubt STO is optimized for 4K, so it was actually probably hurting your graphics because of the upscaling. You were trying to pull too high of a resolution out of a game that wasn't made for it. Unless you know the game is 4K ready or optimized, like with most triple A games like Horizon 4, FIFA 19, etc, then you shouldn't use 4K.

One of the top rules for steam is to not involve politics. You're on a quick way to a ban considering you've broken multiple ToS rules involving harassment, bullying, and political arguments.
