If using Ice Powers was forbidden on the principle that Iceman has them, then we'd lose a whole framework and I do not see that happening.
I assume that is what the question is here, how to use the powers, not to take on the appearance of Iceman.
I haven't done a pure ice toon, but using my electric toon as a baseline comparison, I would classify them both as DPS and thus, Energy/Recovery are the stats you want to boost, since a DPS burns it up very fast and needs to regen their levels to keep outputting damage.
I would recommend using an Energy Unlock compatible with Ice, Icy Embrace in this case.
According to the information on the internet, for damage, Arms is the crafting school that should be pursued.
But really, all that effects is crafting drops obtained ingame.
Crafting was revamped several months ago and when it was, it became more or less irrevalent which school was specialized in as it became all about generic mods instead of specific ones.
For example if you want to make a She-Hulk-like character put in the bio that she accidentially got an infusion of gronds blood. Pretty similar background but CO-ified.
You can slightly orient yourself on the Champions-NPCs themselves, some of them have a lot of similarities with other comicbook-characters.
But after all the stuff about the Copyright-Policy, to answer your question:
1. Science, Mysticsm or Arms is mostly irrelevant, just pick what seems to fit your characters background.
2. Raising ranged damage output, the basic answer is EGO and every stat that you pick as a superstat.
Stats in CO have some boni fixed associated with them and if you make a power a superstat it gets more boni from being a superstat (wich exactly depends on the role) and most powers also scale with superstats.
So raising your superstats increases your damage-output even if the stat wouldn't when being a non-SS.
EGO has a fixed bonus to ranged damage, superstat or not (ofc it gets the SS-bonus on top of that if you choose it as SS).
3. Wich attributes to raise in general completely depends on your build, wich depends on what you want the character to be, so thats pretty hard to answer without knowing that.
