So I just look at it like I am a private investigator with no permission to be there trying to walk into a murder scene.
Wait, that wasn't a cold case. That dude had gotten killed an hour before I showed up. Plus I still have the paper from the desk in the town hall. Surely that should count for something?
(Then again, the fact you have access to riot gear vending machines kinda implies you're licensed in some way.)
In practical terms, I expect a future update will let us bribe the guard-cop once they're done securing the scene. Probably not when we get caught mid-investigation, though.
The form doesn't give you authority to disturb the crime scene, they're for reporting a murder and not a contract to investigate
Either could lead to very interesting stories, but obviously the game is currently not going that far (and perhaps never will). Could be cool though. ;)
