Is it the game that sucks or is it me?
I'm a Streets of Rage veteran and I grew up playing (and loving) the genre. The game feels sluggish. In the second level, I flat out can't seem to find a way to avoid taking damage fighting those enemies with shields. I actually got my first game over in the second level, and I really wasn't expecting that.

I'm playing as Axel. Would a different character help? Am I just rusty from years of not playing Streets of Rage? Or is it the game that sucks?

You're not only rusty but playing carelessly. You could easily make your way through the originals without much care. This is different and learning enemy patterns is important.

The problem is that Devs remove all evasion moves from the game like Roll, Run and in the Axel character (My favour too) they make his Jump so low that you cant deliver a good flying kick. They made it to let the game equal or next to SOR 2 but in SOR4 roll and run prove that they are a Need even in modes like Hardest and Mania where you are oblige to use the max habilities of your character to survive.

The attacks are pretty well telegraphed for the shield guys. Punch the shield few times, then walk up or down. Wait for their attack to finish. Then go back in front of them and punch again... rinse and repeat until shield breaks. Not that hard. Just gotta learn to bait their attacks and step away.

I have similar issues with the game. It feels sluggish and harder than it should be on NORMAL difficulty. They should adjust the difficulty settings at the very least, I feel. I struggled with Axel. I had a somewhat better experience with Blaze, and flat out steamrolled the game with SoR1 Axel.

Here's the thing, a lot of us have played SoR2, etc, to the point where it's like muscle memory in how we play it. SoR4 is new, we've got to learn these new enemy patterns, like the shield guys, took me a moment to notice you can avoid their hits if you strafe upwards and then back down and continue punching them.

I personally have been greatly enjoying this game, more than SOR1 and 3 when I played them a decade ago honestly.

I've started on Easy mode so as to get back into groove with this kinda game. At first it seems very hard, but you just have to know the timing.

There are a few issues with the game regarding certain bosses and enemies, but I found that I grew a lot less frustrated with the game after the first 5 stages in the game. It might have been that I switched to Adam or that the game just has a high frustration level earlier on, I'm not entirely sure.

Just stick to it though, it's a good game.

I feel Axel doesn't have enough options for him and given that some attacks have wider hit boxes then others it becomes a problem. He's a bit to sluggish to get out to the way on coming projectiles and longs rang attacks. It reminds me of how RCG's blocking either required you to completely stop and block an attack or parry it and get locked in place. I still managed to beat it with him but I gave up trying to use special moves along the way.

Yea, this is pretty much how I feel too.

SOR 4 seems like limited but actually has many things to discover. This what makes me coming back for more. If the game just giving you many tools and things like walk in the park, I probably won't bother playing again after 2 or 3 playthrough.

It's not you, though I'm not quite ready to say the game sucks, either. Everything's a little bit "off", though, and that makes for a bit of frustration if you're used to the originals or Remake. Hitboxes are bigger, dash/dodge being gone slows you down and screws with the distance and timing of your blitz attacks, the specials' recoverable-HP-cost forces you to think differently about when you should use them, and I feel some of the new enemies (like the shield guys) don't really "fit" SoR's gameplay.

For the shield enemies, I've had some luck with either attacking once or twice before jumping away, or jump-kicking past them, back-and-forth, until their shield breaks; they always attack in the wrong direction when you do that, so you have time to turn around and do it again. It's tedious and ruins the flow of gameplay, but it works... kinda. If there are too many on screen it falls apart.

What's got me stuck for now is the Commissioner, with way he invincibly charges across the screen, and then by the time you slow-walk over to him he's ready to do it again.

If you are not sandwiched by 2 shield guys at the centre, use the jump, down+punch continuous to break the shield. Axel should be behind the shield guy each time u do the flying kick. Since you are in the air constantly changing direction, the shield guys don't hit u with their baton.

For commisioner, he has hyper armor before perform the charge. After the charge he is vulnerable to punches for awhile before activating hyper armor for another charge.
When his health is low, he gains another move which is 3 downward punch left right left. After his last punch, he is vulnerable to punches. Just walk away and wait for these opening. Good luck.
