How do I edit a skin?

I just downloaded a skin I really like, but the combo numbers & accuracy names(? I'm not sure what they're called, the thing that says marvelous, perfect, etc.) are too big for my liking & take up too much space. Is there a way I can reduce the size of them? I tried MS Paint but that but cut off the numbers rather than reduce size & I couldn't open it with the default photos app.
