study rules and priority

Hello guys, i'm having trouble understanding the study priority system.
What does ">= normal" means?
why do i see different peoples allowed to study if i change it to "<= normal".

If you compare it to duties, there are 6 different priorities in duties. HIghest, High, Normal, Low, Lowest, None. If there isn't a task within those parameters, they will go study instead of doing something else.

When is >= normal, who can study? Those who have no priority higher than normal?

CREW MEMBERS WITH A WORK PRIORITY GREATER THAN OR EQUAL TO THE SELECTED WORK PRIORITY. Greater than or equal "normal." >=normal
Which means that all these guys will have the work priority assigned to studying as normal, high priority highest priority. -> so if they have lower priority jobs, they will instead doing those low prio jobs (like logistics) come and study.

CREW MEMBERS WITH A WORK PRIORITY LESS THAN OR EQUAL TO THE SELECTED WORK PRIORITY. Smaller than or equal "normal." <=normal.
Which means that all these guys will have work priority assigned to studiying as normal, low priority, lowest priority, and possibly not allowed priority.
So instead of studying they will prefer to do low priority jobs. So if there is a logistics job available they will likely do that instead of studying. When they have for a split second the "nothing do" for a second or split second then they get likely assigned to study.

Aestrea what you describe, well is more true if you select the equals operator.
Honestly not sure why the greater than or equals and smaller than or equals were added, they are just confusing, and if you want someone to study, you usually want them to do fast. So the equals is perfectly fine.
