the AI only looks for entertainment in there free ttime, so when they dont reach the machines in there free time there is no entertainment, its the same for deko, you can have a complete dekorated freetime room, but crew will still say there is none when they are to late to reach the room in there freetime.
also some quirks dismiss special free time modifiers and prefer others.
