Battlestations is indeed only for where crew membes will position themselves and take care of repair jobs and logistics.
A specific battlestations console assign is tricky because it would fall apart when the best guy then runs out of energy or somehow gets incapacitated.
That's where the priorities menu starts to shine and allows for easy backup crew assignment and tracking. However, this requires playing around with how one uses highest priority (And setting backup crew to lower) to allow for that one crew member to more often be at the task.
More specific behavior can be achieved by using disallowed setting in the priority menu for other crew members.
