No Building Tools
Started on experimental patch, no tools on new game. Restarted, no tools. Edit scenarios starting supply's, tools not an option. Install stable patch, NO TOOLS! Help?

AHHH! I mistaken thought that recharged tools and Building Tools was an Item. Thank you.

Hmm, interested in how this was missed! Did the blue objective notification "Build a tools facility" not pop up for you? =)

Or did it pop up but you kind of disregarded it somehow?

It probably would have had I waited long enough. My confusion was thinking the Tool Facility recharged existing tools and Building Tools were a bunch of consumable items, 2 separate things. This wasn't my first play though and I never noticed in the others.
