How do you make a slave collar?

I've been trying to increase my manpower for ages. I just researched and built the enslavement facility but it says i need a slave collar? I would have though it would just build one. Do I need something else to build the collar?

Indeed! You can trade for them, or build them with the Item Fabricator, you can find that in the research tree.

How can i enslave a prisoner or refugee with the collar when i already have one? Somehow i can't change items on persons with that status

Not really i tried a lot of things with prisoners but i don't find any option to enslave them, although i have slave collars from former slaves the only way i come to slaves is buying them off from slave traders

nvm i got it now i just needed to fully research and build the corresponding facility to make the option available it doesn't work with just the collars.
