You can abandon things and reclaim them when you come back, but I am not aware of any claimable bases except the starting one in that particular scenario.
If you really wanted to for role playing reasons, you could just make a huge square platform (preferably on the rightmost side of the center of the star map.) Don't put any hyperdrives on it, fill it with storage and such, and just reclaim and abandon it as you come and go. The game remembers all your items and settings, thankfully.
and it does seem a bit off that you wouldn't be able to still be able to hold that station even if you are not in that system.
It makes sense I mean do you play a space sim game and just travel around to a empty station where you can't refuel - resupply and all? no you don't
What he is getting at is. If he needs to unload and store stuff he/she could use the station to store it and if that being so don't see why there wouldn't be other ships coming around to trade/sell stuff either.

It's more of functional and other reason's
I know steam has a largely number of closed minded and narcissists style community
going on but don't just shut someone's idea and all down just cause you've had someone shut you up and tell you never to speak of something that lame ever again(unless it involves anything about this lame snowflake generation) then by all means yeah please shut up.
Having an asteroid base would be cool. And I already mentioned the idea of storage. I just said I don't know why he would want to. Perhaps if you were more open minded you would think that I
was helping the guy, and said that because, in the current state of the game, going back and forth to a base in the center of the star map would burn through his hyperfuel pretty quick, and probably cost him the game.
