So, as least as it stands currently, your best shooters will be the ones with high perception, and not weapons skill.
not implemented yet? i know the game is in alpha but the devs cant put something in just for show. i wonder what else im wasting my time to try to find the best person for and it means nothing.

It's hardly the only thing not implemented yet. Half the crew stats page is missing. There is an entire stat for learning and experience gain that is also missing.
The best you can do is just use the tool tips and hover pop ups. It offers the most useful info and explains exactly what is effecting stats like accuracy and bravery.
Crew:
learning and skill growth (max at 10, likely)
handheld weapon accuracy
piloting?
additional research topics
more crafting (superblocks and quantum stuff)
better ship-to-ship combat
That's just off the top of my head -- this game is very much an alpha
Welcome to Early Access, this is how it rolls.
They could put in a better placeholder for Weapons though, even if it was just a divider on the accuracy skill so 3 = 100% of base accuracy, 2 = 75% 1 = 50% 0 = 25%.
It is slightly disconcerting going to war with a squad of guys who all appear to be completely unskilled with weapons.
