Report a translation problem
1. dismantle anything that used hull blocks in it's construction (everything except actual hull, your last airlock and occupied shuttle pods can be dismantled)
2. have a recycler and hull scrap
3. have an assembler and steel plates (for steel plates you need a metal refinery, carbon and base metals)
if none of those things are possible for you and you can't jump into systems where the required resources can be found, then yes, you will need to restart.
However if you have over built, or made your hull too large, you can dismantle parts of it for hull scrap, then recycle that scrap into blocks with a recycler.
however, as wantoomany said, you will not get hull blocks from that, only hull scrap, so you will need a functioning recycler to reconvert this into useable hull blocks.
