2) make sure that "craft" is allowed and not blocked
Ended up having to remove the hull to be built, then re-add it to fix.
Also, if you are doing the abandon mining station scenario you can pick a construction only guy and limit him to only work on the new ship instead of both ship and space station. if the only job on the new ship is building new hull, that is the only thing he will do.
Maybe I missed something obvious, but for someone on their first attempt, it's hard to pin down cause and effect right now. (I also spent the longest time trying to power the tools facility because of the warnings about it having no power, but apparently I just needed to move on and build the next few things without power, and the tutorial eventually addressed how to power them.)
