If you have troubles try the peaceful or builder difficulty, you can even edit the game parameters in the difficulty selection screen to give yourself more start resources!
If you start at the mining base don't forget that once you jump out of the starting system, you can return back to the mining base to use its facilities, and then you can abandon the base and strip it it down for more resources. This is what I did in my current run and it's more than enough to get your ship fleshed out nicely early on.

it is extremely silly that the machine to make Tehc blocks require tech blocks.
infact. nearly everything requires tech blocks. yet rarely traders sell them and recycler barely produces anything at all.
That said you can often find tech and power blocks on derelicts, not as salvage, but as loot. You can also trade for sub-components, like optronic components. Then you can get tech blocks by just getting an advanced assembler. Failing that, electronic components are easy to get, can be gained by recycling salvage and can be turned into optronic components with just a chemical refinery for the chemicals and an optronics fabricator. If you cant afford the tech blocks to make both, make one at a time. Deconstructing the previous machine when it is no longer needed.
But as it already been said above, both are meant to be a hard to get commodity.
To build tech blocks all you need to do is build a bunch of the components and keep about 5-8 tech blocks handy.
Assuming you start in the mining base, make a bunch of microprocessors, and on your ship build a chemical refinery and process all the raw chemicals into chemicals. You probably only need like 20 but it's not like raw chemicals are used for anything else.
Once that is done, disassemble the chemical refinery to get the blocks and make an Optronics Fabricator. Using the chemicals and the microprocessor you can build a bunch of Optronics Components using Microprocessors and Chemicals. Disassemble the bench.
Make the Advanced Assembler and you can build tech blocks from the Optronics Components and Infrablocks.
If you do this Energy Blocks will be what slow you down, as this takes time and time is energy rods and water used up.
