You can currently trade with neutral factions, and they wont attack you.
Pirates seem to be the only faction that isn't neutral to every other faction also.
So if you are in a zone and a pirate ship is there, all other factions will help you attack them anyways. Making alliance not even needed.
I'm starting to find for the long game you need to just treat every faction as a supply of crew members and nothing more. Attack any ship that is weaker than yours, or any ship you can beat, friendly or not because you need the people.
The point of the gifts might actually be more to buy your way out of being attacked constantly after you kidnap enough of that factions people for your crew :P
