I believe he means it consumes a building cell, a.i. you can't build anything under a wall light, the only advantage is that it lets people walk under it. Perhaps a ceiling light would be more useful to implement in the future.
And do you know what tools are made from? Yup infrablocks. So everything made with tools still use infrablocks. Just not whole ones, just fractions of blocks.
If memory serves a standing light provides 4 light sources and costs 1 block 15 tools. One block equals 100 tools. So let's just say 115 tools. The wall light costs 50 tools and only provides one light in a single direction. So depending on application the standing light is more efficient.
Last time I checked, ISS walls weren't transparent and they had A LOT of "light sources" inside to keep everything well lit. It might have changed recently... I don't recall any of the countries redecorating and installing huge windows, but I'll definitely check it later.
On a more serious note... I agree, wall lights using a "floor cell" is counter-intuitive. You are mounting them on the wall to free some space, you could at least be able to place a table or a sofa underneath... something not too tall

space is not any dark and there are no reasons to make game "harder" by forcing you to tune monitor gamma or spam lights everywhere.

The ISS get light from the refraction of light on Earth and the moon.
Try going in the middle of nowhere with no celestial bodies nor stars around. You'll notice it's very, very, very, very dark.
Also, you might notice you don't actually have windows around the hull of your ship. If you were talking about temperature I'd understand... But light?
