Depending on the game you start as, either on the abandoned mining station or platform. You want to first aim in getting the basics, make sure you got enough beds for the crew, food and water filter, stuff like that.
You also then want to build a refiner/smelter, if you look through the resource stuff it'll tell you what each item makes. You want to build that, mine silver and black looking ore, then build a assembler, you want to smelt the two resources into metal sheets. Which can then be used to build Hull blocks with the Assembler in Early game.
You can also use a Recycling machine to turn scraps of metal into usefull blocks.
Producing your own blocks will ultimately be faster, but requires you to have mined the right raw materials. And requires you to have a smelter refine the raw ore. Then an assembler to take the refined metal into blocks.
Early game you are better off recycling, mid to late game you will want to produce your own.
The rare blocks are much much harder to get. Those are tech blocks and power blocks. Rare blocks can not be made from scrap in a recycler. Getting enough of these can be a serious pain. And can require 4 or more separate fabricators to produce. If you find them by salvage, hoard them.
XD resource is the only tab with an extra page and... surprise! its the advanced blocks absolutely necessary to get anywhere
Also don't worry about having a lot of ship defenses when you can't afford them. It's easy enough to run away from fights.
Recycling scrap is normally a bad use of time. Best to just make the resources directly through the chain starting with metals.
So mine and collect ready to use resources from derelict ships.
The only problem is that you need spare ship points to claim ships. If you already used up all your ship points in your fleet, then this option is no longer possible.
Harsh is basically the same. Both are brutal because you spend more time moving everything around after getting more resources to expand. Biggest time sink in this shallow game.
