I played this on my phone, a while back. You can only progress so much without paying to get access to new characters/stages in order to advance the story, if I recall correctly. Anyway, I uninstalled it pretty quick once I got to that paywall.

There are in game purchases, but I haven't spent anything on the game and I have all non-iap maps completed, every non-iap item, 1 level 10 character, and many level 9 characters. You will never need to buy anything to progress through the game. There are 12 maps out of about 54 maps that are iap, 3 out of 18 characters are iaps, and 6 items are part of the iap. But you do not need to buy packs to have everything else. The game starts out pretty hard, but after a good time playing, this game will be the easiest TD game you will ever play.

If you don't buy the character variant packs you are locked out of some tracks and allies you can earn. But there is lots of free content. The rest of the IAP is unecessary and your characters get pretty powerful by the time you reach the hardest tracks and impoppable mode (it's actually a little too easy compared to Bloons TD 5 and 6).
