octopia dlc - help upgrades

i have fully upgraded my hoe, gloves and axe.

I'm not sure how to fully upgrade my watering can and fishing rod?
im on day 48 and i haven't seen a 'foggy' day. I think I have but, when i go into the swamp there's no one there or nothing in particular happens.

I have also unlocked all the areas in the map too.

The fishing rod will be given to you by a fisherman visitor Hira.

As for the watering can, you'll get it after doing a final recipe for Alva & Isabel. Tip: interact with the fruit tree in their house, when Alva says that Isabel hasn't come out of the house for a few days now.
