Im curious about the reason why multiplayer has no enought player-base to enjoy some games.
West coast US seems to be quite populated most of the time. AUS and ASIA servers are populated somewhat in 4v4s 4pm-midnight. The player count is increased lately due to the sale, check your network settings for input restrictions as well, make sure that is off.

The multiplayer isn't as active anymore because the "seasonal" content is gone and Halo doesn't have the staying power it did 20 years ago. 343i doesn't do much anymore to keep the game alive either. Promotions, e-celebrity sponsorships or livestreams, etc. Marketing was a major part of Halo's success and MS/343i not doing any of it is indicative of how they feel about the franchise.
Halo 2 matchmaking in particular seems to suffer the most from premade Twitch streamers who has played nothing but Halo 2 since it came out and many Halo 2 matches boil down to pubstomps unfortunately. Not enough people of different skills to make up Halo 2's population in matchmaking.
There are people playing Halo CE in matchmaking and premades don't seem to be that common for Halo CE but the games can still be pretty sweaty when you got the Magnum as your starting weapon.
At the very least there's the Custom Game Browser to play some different game modes or have a bit of a more casual setting because as it stands, Halo isn't the juggernaut it used to be and a lot of people mainly play for nostalgia and move on. So it's mainly vets who stick around, best enjoy the games when there's a community still around for each of them.
