I haven't played MCC in five years, but I do remember there being a way to check your various records for MCC not the legacy versions. I am sure those will be in there if I am understanding you correctly.
If you mean in legacy Halo 3, it doesn't connect to that version in any way. It's a different version of Halo 3 despite being Halo 3. MCC will show only MCC stuff.
The pre-existing data structures are incompatible. Hence the amount of effort it took to prepare the fileshare transfer they did a short time ago.

Q. Seeing that a Xbox Live account will be required, will progress / multiplayer progression carry over from console to PC (ie: Halo Reach multiplayer ranks and unlocked armors)?

Showing 360 release service records would probably just cause more confusion and complaints as people would complain that achievements aren't activated for stuff they did in the previous releases.

I haven't been in the loop since the middle of the year, i had a lot of other things going on.
But this would be a good time to get back up to speed, i'll look it up now.
Edit: so those tech challenges have been overcome. hmm, good to see a lot of progress made since.
