"Bullet magnetism" as what we call it is referred to as "Aim assist" by 343. This is the act of your bullets "bending" towards people completely ignoring your crosshair if you miss the target by a very slight amount. This is a feature that is hard coded into nearly all the weapons for Halo and has always been hard coded into them. The best example of this is the "Needler" which has this setting cranked up extremely high as the projectiles are tracking. Since this feature is hard coded into every weapon, both controllers and mouse and keyboard have it. Yes, mouse and keyboard DOES HAVE "Bullet Magnetism" simply because the engine is coded that way.
Hopefully this should clear up some misconceptions and misunderstandings that are going around about this.
It may have existed in the first 2 pc games of halo,
but considering the competitive nature of todays games, halo mcc trying to be a PC game, might compete poorly against in terms of playerbase, gameplay and competitive scene as bullet magnetism seems to be a console game mechanic.This might translate poorly to the preferences of competitive PC gaming enthusiast, which might be the majority, not to mention expectations for this to be a proper PC game seem pretty high?

How do you know that is how it works? That would be very inefficient. A toggle would simply set the value for none homing shots to 0, no need to redo any assets.

That isn't the clip from the OWL moment itself (kinda hard to find that specific OWL clip of Hanzo's magic bullet). And it's caused from the player hitting the edge of a hitbox while not hitting the model (so the shot looks like it should have missed until it homes in on you).
You are wrong at that point.
Team Fortress 2 also has over sized hit boxes especially for the Huntsman bow. Grrr
Concept might be close, if i remember correctly?, Bullet Magnetism does not exist when hitting players in your team.
These weapon values were never made to be clientside. They were always serverside.
That's because you can't hurt your teammates...
