Steam has limits on how much data each title can store in the cloud - I think it might be 1GB - and the size of a Dwarf Fortress save for a large embark in a large world can be over 250MB, which means that the limit of how many saves can pushed could be as low as 3.
It would probably need to be restricted to the active save only of up to three worlds selected by the player.
You can see the individual setting for any particular game in SteamDB's data for that game. Factorio has this setting set to 25 GB and Rimworld has it set to 100 GB, so we can safely conclude that, at least in some circumstances, it can be set to at least 100 GB per user per game.
I'm sure that Steam has some sort of limits here, but what those limits are and the manner in which those limits are enforced, Steam totally ain't saying.
