For sales they are relatively frequent, the last one was in may (from the 9th to the 15th).
When a game in your wishlist is on sale during a "sale" that has many other games, it isn't always specifically included in the e-mail (it will show a few games and say something like "and 11 others") you get but your wishlist has a filter for discounted titles that can be useful at those times.

Maybe to you the current condition of the game makes it not worth the money, and that's fine, but it would be nice to respect that others might not feel the same.
For example, not everyone is ok with ascii, making the steam version much more valuable than the free one, especially if like OP they want to play with a mouse rather than pure keyboard on version 47 (since that version has plenty of pretty good tilesets so ascii isn't an issue).
I know that pure ascii is a no-go for me at least, and what is currently in the game is enough for me to have fun with it.
At first I made the purchase half for the game and half for ToadyOne but I definitely got more than enough fun out of it already to be happy with my purchase.
I would love to be able to say the same about any game that was inspired by this one, including successful ones like Rimworld (that game is a chore to me, I tried a few times and never had fun in it).
At the end of the day, personal taste plays a huge role on if we find a purchase worth it or not, even the most broken games (and I mean really broken) will have a few people be content with their purchase because they had fun with it.
Of course, I bought it a week before that, lol!
So far there were 15 periods of time where the game was discounted, by 10% in the first year, by 15% since then.
