theoretically a dwarf could be fat and strong enough to do it but it's likely your dwarf is doing it badly with a penalty and would do better with using two hands or a longsword and shield instead.
You know there isn't a penalty if they can't even wield it with two hands and will always default to use a single hand to do it.
