Report a translation problem
On the side of the screen it should show the neighbouring civilizations, not sure what criteria are needed for being a neighbour, though than 'not too far', I assume they are suggesting that if you don't see a civ on this, they won't be sending traders. (I'm not sure this is actually the case, I just think it is what they mean, I don't think its 100% correct, but a good rule of thumb though)
Not sure that there is anyway to see this info once you have actually started your fort though.

That is 100% how in works, if a civilisation doesn't show up on that list then they functionally don't know you exist and wont interact with you at all, there are ways to bypass this after embark but for embark its a good thing to remember.
If you're completely surrounded by mountains to the point that anywhere in the outside world inaccessible I think its pretty much functionally the same as starting on an island, a screenshot would be helpful as without one we can only guess.

A spot like that is pretty good to safely learn the basics of the game but it can get boring pretty quickly without any way to interact with the outside world, my recommendation for a decent embark is don't be isolated(obviously), have access to your parent civilisation, have one friendly neighbour and one hostile neighbour nearby for maximum fun.
