Do they have access to the aquifer you're trying to dig? Maybe the staircase is not finished. Also when they detect damp stone, they'll cancel their current dig job, so you might need to tell them to dig it again by redesignating the tiles.

Same for staircase. You need to ask again to build a staircase for every tile where an aquifer is discovered.
Look up double-slit method..not sure that it'll still work with all the staircase oddities, might have to resort to collapsing rings or winter exposure.
On your screenshots, i see than you asked to dig under a staircase. You do it wrong. You need to ask again for the complete staircase (Going from your current elevation to the elevation below like the tutorial teached you).
U can smooth wall. I have try it and it does stop the water but I have other way too if u into mid game where u got more people. Mine big square then water leaking wont flood u yet instead become mud then u can smooth wall them. I did this only to get full view around my stairs. Another tip I did is rush shrooom biome. If u lucky the water from above only going to floood where u found shroom biome but probably take forever to flood whole biome unless u play in heavy aquifer
