Yes, but now you can afford steel bars and even axes given that skills no longer cost embark points.

That's been the case for many years now. When I just started, it was still possible, and it was much cheaper on embark than it is now, but unfortunately, it hasn't been the case for a while

Apparently my civ has not discovered copper. But it somehow has bronze.

In a similar situation, if your civ hasn't discovered iron, they will have steel. 🙃
