Due to the coded ethics, goblins (much like kobolds if they managed to establish a civ) struggle to remain at peace with the 'usual' civilizations (dorf, elf, humi) but it can happen.
From my understanding it doesn't normally happen but it is possible.

What do you export? My fort is exporting decent amounts of crafts but they aren't worth much unless they are made of metal.
Goblins should always show up as peaceful until the first time they siege you, even if they are at war with your civ, you're just to insignificant for them to care about you I guess. Feel free to raid them instead if you really want to force the issue.
