Enough space in the barracks for them to train.
Enough idle soldiers to train. For this reason, the preferred number to have the squad set to train is not 10 or near max of soldiers, it's 2-4. This way, if any dwarves are drinking, eating, or sleeping, the ones that aren't busy will be training. You need at least 2 dwarves to train and 2 is usually a good number to have squad training set to.
