Report a translation problem
This sounds quite similar to what happens every now and then across a large amount of games where a controller sends a ghost signal, interfering with the game.
The effect usually ranges from menu selection always going up or down, the view shifting in a direction or scrolling up or down, for no apparent reason.
If you do have a controller plugged in, try to unplug it and see if it fixes your issue.
Just to add a Friendly tip:
You don't have to unplug your controller if it's a Comfortable part of your setup. If you right-click Dwarf-Fortress ( or any Game ) in your Steam-Library, a "Combo-Box" called a 'Context-Menu' will show up. On it, at the bottom, there should be an option appearing that reads, "Properties...".
Left-Click the "Properties..." text, and a window should open up layered above your Steam window. On your left-hand-side of that window, there should be a Tab called "Controller"; Left-Click that "Controller"-Tab, and on the right-hand-side the View-Pane, will change to show a bunch of settings in a Table-Layout.
Just above that, there should be a white-subheading, that reads, "Override for X" ( 'X' being the Game you opened this window for ) and to the right of that subheading, you should see a selection box, which if you Left-Click will open a dropdown-menu.
From the dropdown-menu I suggest selecting: "Disable Steam Input".
Now you can keep your Controller plugged in, but also have it Disabled specifically for Dwarf-Fortress so as not to interfere with your Gameplay.
If you need it back, you can just re-select "Enable Steam Input" or "Use default settings".
That's probably true, I just thought it might still be a useful tip... for in-case anyone doesn't want to unplug their Controller if they might want to swap to another Video-Game soon or it's just integral to their setup.
I also probably wrote in many more words than I had to, but for the sake of descriptiveness I felt I had to :-P
