The purpose of the tavern drinks is recreational after all.
From the limited informations you gave, it is possible that your drinks are not available for normal drinking, but it is also plausible that the dwarves that died were highly stressed and went into depression or another similar state from which they can't come back.
However in your case I think you have restricted the drink barrels to just the tavern.
You should never put all your drinks in the tavern. If you put any in they should be "fed" from another stockpile that is not "inside" any meeting hall. So usually I have a stockpile that only takes from the still. This feeds my central storage near the centre (x,y and z) of the majority of dwarves. This central storage can take from anywhere (the only one that does) and feeds every other stockpile.
This ensures that dwarves always have access to drinks.
