Report a translation problem
As you can see here, the slope directly next to it is a normal slope but the other one is unusable for no perceivable reason.
A slope/ramp requires a wall behind, a hole in the floor right above and a floor (ramp works as well since there is a floor under it as well of course) in one of the directions the ramp climbs towards.
The weird thing is that your post seems to indicate that it did work previously but doesn't anymore after the water got in so it shouldn't be the above but I'm checking just in case.
Other than sharing a save I don't think we can be of much help, and even with one there is no certainty.
It could be a bug as well, in that case reporting it (possibly with the save as well) would be a good idea as well.
