- is there a burrow, locked door, missing staircase or any other pathing problem that would prevent them from getting to the tavern or to wherever the tables & chairs currently are?
- is at least one dwarf allowed to do furniture hauling? If you have specialised everyone, but didn't include that somewhere, everyone will think it is someone else's job. The labor for the screw pumps is based on the material of the block, so either carpentry, metalworking, or masonry - if those are turned on for someone, that might explain why the pumps got built while the furniture didn't.
- what are they doing instead? if everyone is busy with something high-priority like harvesting crops or taking stuff to the trade depot, it can take some time for them to work down to the lower-priority stuff
- are any of the "construct building" jobs suspended? an item in the way, or a temporary pathing problem can suspend the job, and it stays that way even after the problem goes away unless you unsuspend it.
